It allows homeowners to transfer their property tax base to a new home, even if it's more expensive, within the state. This can significantly ease financial burdens for those rebuilding after disasters.

The wildfires that swept through Los Angeles County in January 2025 left many families reeling. Homes were destroyed, memories were lost, and the path to recovery feels daunting for countless residents. If you’ve been affected, there’s one silver lining that could ease the burden: Proposition 19.

This law might sound like just another policy on paper, but for wildfire victims, it’s a game-changer when it comes to property taxes. Let’s talk about how it works and how it can help you get back on your feet.

What Does Proposition 19 Actually Do?

Imagine losing your home to a wildfire, only to find that rebuilding or buying a new one comes with a huge increase in property taxes. That’s where Proposition 19 steps in.

Under this law, if your primary home was damaged or destroyed in a disaster, you can transfer the property tax value of your old home to a new one. In plain English? You get to keep your previous, likely lower, tax rate instead of paying taxes based on today’s sky-high property prices.

And here’s the kicker—you’re not limited to your current county. You can move anywhere in California. Whether you rebuild in the same spot or decide it’s time for a fresh start elsewhere, Proposition 19 has your back.

Even if you upgrade to a more expensive home, you can still transfer your tax base, with just a slight adjustment for the price difference. And the best part? This benefit is available up to three times for wildfire victims.

Who Qualifies for This Relief?

To take advantage of Proposition 19, you’ll need to meet a few basic requirements:

  1. Your home must have been your primary residence.
  2. The wildfire must have been declared a disaster by the governor (and yes, the January 2025 fires qualify).
  3. You need to purchase or build your replacement home within two years of the disaster.
  4. You’ll have to file a claim with your County Assessor’s Office.

It might seem like a lot to handle, especially when you’re already dealing with so much. But there are people ready to help you navigate the process.

Other Ways to Save on Property Taxes

In addition to Proposition 19, you may also qualify for temporary property tax reductions if your home sustained significant damage—more than $10,000 worth. This could mean lower property taxes while you rebuild or even a refund on taxes you’ve already paid.

Just remember to apply within 12 months of the wildfire with the Los Angeles County Assessor’s Office.

Rebuilding Isn’t Just About the Numbers

While financial relief is a big deal, rebuilding after a wildfire is about so much more than just taxes. It’s about reclaiming a sense of normalcy and figuring out what’s next.

For many, this process feels overwhelming. Insurance might not cover rising construction costs. Housing shortages and rental price hikes are adding extra stress. Some families are even considering leaving the area altogether.

These are tough decisions, and there’s no one-size-fits-all answer. But knowing that there’s support—like Proposition 19—can make the road ahead feel a little less overwhelming.

Moving Forward Together

Recovering from a wildfire isn’t easy, but you don’t have to face it alone. With Proposition 19, you have a chance to rebuild your life without the extra weight of higher property taxes holding you back.

Take it one step at a time, lean on your community, and reach out for help when you need it. You’ve got this. And remember—better days are coming.
