Good morning John. Market value - the dollar amount the seller would like to exceed. Assessed value - the amount the buyer would like to achieve if not less. The agents - getting the parties to agree to reality. Enjoy your day.

I have never worried too much about the difference since I was happy to pay taxes on a lesser amount, haha.
