New Housing Permits, Starts, & Completions May Of 2025

On June 18, 2025, the U.S. Department of Housing and Urban Development and the U.S. Census Bureau reported nationwide housing building permits declined 2.0% to 1,393,000 units in May of 2025 from 1,422,000 units in April of 2025, and down 1.0% from 1,407,000 in May of 2024. Single family building permits lower 2.7% to a rate of 898,000 units in May of 2025, from 923,000 units in April of 2025, and there were 444,000 multifamily building permits issued in May of 2024.

Nationwide housing starts dropped 9.8% to 1,256,000 units in May of 2025, from 1,392,000 units in April of 2025 and fell 4.6% from 1,316,000 units in May of 2024. Single family starts higher 0.4% to a rate of 924,000 units in May of 2025 from 920,000 in April of 2025, and there were 316,000 multifamily building starts in May of 2024.

Nationwide housing completions gained 5.4% to 1,526,000 units in May of 2025 from 1,448,000 units in April of 2025, but declined 2.2% from 1,561,000 units in May of 2024. Single family completions increased 8.1% to a rate of 1,027,000 units in May of 2025, from 950,000 units in April of 2025, and there were 487,000 multifamily completions in May of 2024.

Some of the problem is in some parts of the country the rules for wetland set backs and slopes have hindered the ability to find land that is buildable in these areas. When I first started buying and selling vacant land the set back for wet land was 25' then it went to 100' now if the wetland is bigger than 2 acres it is 200'. and it is not getting any easier. Slope for a septic in most of the lower Hudson valley was 15% but if you had 17% you could fill it in to make it 15%. but that rule got changed and now it is a hard fast 15%. This cuts down the buildable lots available substantially.

John, our costs for permitting infrastructure and utilities are now over 50 K.  That is before any construction starts.  This is putting the middle class into corporate builds or older homes.  I think this is why there are less houses being built.
