You need to create an account, and provide identifying info about the veteran. It takes a few weeks, and there is a fee. After payment, they email you a PDF file.
I paid $70 to get 43 pages comprising my Dad's Naval service records (from 1917 to 1919). And as far as I am concerned, having these few pages is absolutely priceless.
