Portugal is seeing the highest numbers of people applying for residency now. Immigrants now make up over 14% of the population within the Country. They were seeing so many migrating here, that they made some of the regulations a bit stricter, prohibiting some from entering and staying.
Portugal’s resident population has grown to 11.4 million, driven entirely by net migration off-setting a natural population decline.
BTW - the difference between the dollar and euro today is .14. (.86Euro to $1.00)
Many incoming immigrants are finding the cost of living is much more reasonable here than many areas in the States. This graphic was just put out. I know the area I live in, is a bit more expensive, as it is in the Algarve, and by the sea.

A real estate agent in Portugal created these graphics, and did a great job.
