There is a housing bill in congress being considers and expected to pass within the next few days. As part of this bill anybody who is buying a home for the first time.. retro-active from April 9,2008-July 2009. The credit has to be repaid over 15 years interest free, so this credit appears to be more like an interest free loan.
There are also income limits. For singles, it appears that you cannot make more than $95,000. For married couples filing joint, the income limit is $170,000.
This could be a great opportunity for first time buyers who would like to pay down credit cards after they buy a home, or they could use the credit for home improvement.
The bill hasn't been passed yet, but I'm sure some of the items listed could be of great benefit for all, not just for those with mortgage payment dilemmas.
