I actually did this when we sold our last house...
To add some quick color to the front beds without digging...
1) Get several small bags of potting soil and colorful bedding plants.
2) Cut several drainage slits on one side of the potting soil bags.
3) Place the bags in the beds that need color with the slit down and water the bags.
4) Cut x's in the top of the bag and place the bedding plants into the potting soil through the cuts.
5) Water and coverl with well with pinestraw or other bedding.
This works very well when the soil is hard or bedding plants are hard to keep alive in the heat of the summer. (Both are true in Lexington, SC)
