Flagler Estates Info.
All of Flagler Estates is serviced by the St. Johns County school system. The brand new South Woods Elementary School on SR 206 was completed in the summer of 2005. The middle school for the district is Gamble Rogers in St. Augustine. The almost new high school is Pedro Menendez on SR 206. Flagler Estates is located in Hastings, which is conveniently located in the middle of the triangle created by Palm Coast, St. Augustine and Palatka. They each take about ten to twenty minutes to get to from Flagler Estates. The beach is about a 15-20 minute drive.
There was one paving project done in the spring of 2004. It covered about nine miles. There was a large project completed in the spring of 2005. Those two combined with the few existing paved roads makes for a total of 29 miles paved. The plan is to continue with more paving projects as funds become available until each lot is within ¼ mile of a paved road or less. They are currently working on the third paving project. A large portion of the county property taxes collected from Flagler Estates are being re-invested back into the neighborhood. That is how the paving projects are being paid for. That money goes into a community redevelopment fund. There is a steering committee made up of residents that helps decide how it is spent. It is a 30-year project that began in 2003. It is being used to fund numerous projects.
Palm Coast has recently taken a large section of land that was formerly used for timber and made it a part of Palm Coast. It is located on US 1 just South of 204 and old Charlie T's truck stop. It will include 3,700 homes along with some commercial and light industrial. This will bring grocery stores, shopping and jobs to within a few minutes of Flagler Estates. They plan to break ground this year in 2006. It is the area written about in the instant city article. The "Instant City" is about 7.5 miles from the Flagler Estates main entrance. The current zoning allows for horses and mobile homes. The majority of the lots are still vacant. Of the existing homes roughly 75% are mobiles. There are many site built and modular homes that have been built over the last few years and more being built every day. There are a number of builders that have built spec and custom homes over the last couple of years. KB Homes recently built two homes with prices in the $200-400k range. One is 2000 sq ft and the other is 2700 sq ft. Penny Wise Homes recently completed one home in the neighborhood along with CJ Brubaker. Covenant Homes has built some more affordable homes in the mid to upper $100s and the demand for them is high. There are also numerous individuals having their own custom homes built. There are a number of really nice larger homes existing and under construction. The landscape of the neighborhood is changing.
State Road 207 that runs from Palatka to St. Augustine was recently expanded from a two-lane road to a four-lane road. They are almost finished and now it flows like an interstate. It runs right through Hastings and right by Flagler Estates. It gives easy access to St. Augustine and Palatka. This connects to S.R. 20 that runs west to I-75 and Gainesville.
The word document titled Mariposa I've included is a newspaper article detailing a "Rural Village" that will be located a couple miles West of Flagler Estates. It will include 3230 residences, 679,000 square feet of office, retail and industrial space, two public school sites and two athletic complexes.
Building permits are issued for Units one, two and three. They will not issue building permits for Units four and five (on the Flagler County side) at this time. Flagler County does not issue building permits, the roads are not maintained and there is no electric available in Units four and five yet. There has been talk of opening up the Flagler County side but no definite plans yet. Phone, electric and DSL service is available in Flagler Estates units one, two and three. All homes have septic systems and private wells.
There are many lots in Flagler Estates that contain wetlands or are 100% wetlands. Clearing and filling wetlands requires permits and can require costly mitigation in some cases. There are private companies that do wetland delineation for approximately $300-$500 per lot.
