Be careful when you're buying a home--you really should get it inspected

This is from a recent inspection.  Can you see the wires in the bottom left of the fuse box?  They've been cut.  I inspected this home and made some recommendations such as a licensed electrician come evaluate and make appropriate repairs.  This is the repair made to the fuse box; I came back for the buyer to relook at a couple areas--this being one of them. 

The listing agent called for these repairs to be made and possibly hired it out.  The buyer received the same statements from me regarding this fuse box in addition to the one I mentioned earlier--the wires are cut and left in the box unsecured.
Thoughts?

Yikes!  Was this a foreclosure, or was someone living there with that??

The inside of the home was a cosmetic make-over.  I believe it was a short sale--no one lived in it.

Hi Gregory, I have a question for you. You recommended a evaluation by electrician, Did you comment on anything else. Like damage terminal, over fusing, out dated system. etc. I would have also written in a statement indicating replacement to avoid this. curious~ Newbie Roy

Greg, maybe I misunderstood you, you said that was the repair made, A statement saying that it is at end of it economic life expectancy, needs updating. something like that.

Roy,
I did make the recommendation.  I'm not sure if you've heard of a well-known inspector, Keith Swift, who also holds a PhD in English.  He's written a few books that I've had the pleasure to read (or currently reading).  Report Writing Made Easier, Inspect and Protect, and Manual for a Happy Home.  He speaks to the inspector and I'd recommend his books if you have a free moment.
