Some areas of the State of Ohio have no regulation for residential specilty contractors.
I mean some areas, and you might be surprised where, allow anyone to perform eletric, plumbing, etc. on residential construction without having to pass any type of testing.
So when you ask that the repair be fix by a licensed electrician make sure that they can show you the state license issued to them. If not they may be just register in your area but not licensed.
That local contractor may think that his registration is a license but it is not. The only licenses are issued by the State of Ohio OCILB.

Just like the only persons 'certified' to perform residential inspections are those who hold certificates issued by the Board of Building Standards.
