Construction in the hills

I've seen a lot of new construction taking place on the hillside street above Sherman Oaks. This is good for the economy, but bad for traffic flow.  Most of these construction sites have cars, pickup trucks and service trucks lining both sides of the street, not to mention oversize waste bins parked for days on end. Actually, I look on this with joy.  Not only does this activity slow down traffic, but discourages drivers from taking routes intended to beat freeway commute times.
