Can anyone Help ME?

Hello once again to all.  I am hoping that someone out there may be able to assist me.  I have heard of companies taht are Federally chartered.  Does anyone know how or who I can talk to about that?  Does it mean that you are able to do loans in all 50 states?  Thanks in advance for any helpful tips.
