Is anyone doing marketing consultation work for builders?

I'm not talking about just representing a builder for listings but actually being hired out to handle an overall marketing and branding strategy for a builder that will help them with promoting their product and brand within a market territory.  Last week I was presenting to a builder for the possibility of taking on some of his current and future listings when I realized just how disjointed his current marketing actually is, particularly since his current listing agents don't seem to care if they provide a consistent look and feel to his products.

One agent that I spoke to (representing this builder) even had some odd comments about how he thought the builder had ridiculous requirements for weekly updates on viewings, etc.  I was a bit taken aback because I provide these to our regular residential clients already and thought this agent was crazy for NOT providing that kind of customer service.  "I'm sorry, what is it exactly that you do?"

Anyhow, the focus of this post is to ask if others are providing these kinds of consulting services and how you might go about charging for those services.  Would you do it on an hourly consulting basis, or provide a one fee cost to build a program and then charge hourly for implementation?  Thoughts and ideas are welcome! Even more so if you've done this successfully.
