Manesar has not witnessed this growth overnight. The civic authorities have prudently framed norms and rules that encourage growth and development of infrastructure. As said earlier, Manesar was primarily a commercial and industrial zone. Subsequently, the authorities announced changes to encourage commercial (especially infrastructure for IT and ITeS companies) and residential use. More land was allotted to commercial and residential development in the Gurgaon-Manesar Urban Complex Plan 2021.
The HSIIDC has earmarked the whole of Sector 2 for commercial development and is also developing 12 commercial towns. Out of these, four are said to have been auctioned to private developers - Rahejas, Uppals, Amrapali and the Eros Group. In addition, the HSIIDC offered entrepreneur-friendly measures like rebate on land prices, speedy clearance of building plans and completion certificates, which helped draw many developers and industries to Manesar. The operational units set up by these players have generated employment, which in turn has pushed the residential demand.
