I get this question a lot.  Every situation is different, but generally speaking, you will be happier with the outcome if you spend a little money and fix your home up a bit.

I know...this can cost money.  However, you'd be surprised what a little bit of paint and elbow grease can do!

Depending on your home and your area, you don't have to buy "top-of-the-line" products to make your home more appealing and generate higher offers. 

Generally, a clean, bright, decluttered home shows a buyer that it has been well-taken care of...This doesn't have to cost a lot of money.

Everyone has a different interpretation of "declutter" so it is important to seek professional help on what stays and what goes.  I've had people who "got rid of" a lot of stuff and still had too much clutter and I've had sellers who have stripped the place bare.

Sharon - I agree.  It takes a professional eye that isn't "attached" to the "stuff".   :)

I like your approach. Painting and cleaning cost very little. Spending money on improvements likely won't be recaptured in the sales price - it might lead to a quicker sale, however. :)
