Registering vacant REO properties, City of Rialto, CA

The City of Rialto passed an ordinance within the past 6 weeks regarding vacant bank-owned properties. I just got off the phone with the City of Rialto Redevelopment Agency at 909-879-1140. They will email you a package with everything you need to know. It costs $106 per property to register vacant bank owned properties for a year. It's not a requirement per se, though there is an ordinance. It's highly recommended that you register to be on "the list" so that if there's a problem, Code Enforcement calls you directly instead of trying to mail the owner of record, seller servicer, etc. It's my understanding that they are being very aggressive and pro-active about potential code violations under this ordinance. One agent I know (not me)  had her listing reported as a nuisance by neighbors, within 8 hours of a successful cash for keys, and the City showed up to board it over as prevention because it wasn't on their list! There's a 15-day grace period for notices and compliance, and then the fine can be up to $1,000 per day (yes, one thousand dollars per day) until the violation is cleared. We just bought a REO property in Rialto, at this time it is in Escrow.  I was told by a person working in Building Division, that I should have my Agent Register the property with the Redevelopment Agency at 131 Riverside Ave., Rialto, because they help with the repairs a Foreclosed property may

have.  Would you happen to know anything about it, if so could you please Email me any information you may have.

I was wondering what is the easiest way to find vacant properties. Residential and SFR and multifamily? Is there a list or something where I could possibly look at them? I am an investor and am looking for properties. Please get back to me with any info you may have. Thanks.
