The new Neighborhood Stabilization Program is getting relatively little notice and may have a greater impact over the next 3 years than all other government based Down Payment Assistance Programs combined. That's without even considering the impact of the additional funds for this program in the Stimulus Package winding its way thru Congress. Buyers and Real Estate Professionals alike should become familiar with this program where people who don't presently own a home and meet income guidelines can buy repaired/rennovated foreclosed homes at below appraised value with assistance toward closing costs and down payment. I can describe the program conceptually in about 30 pages, I'd rather answer questions... Ask away!
