I am more concerned about gangs and drug violence than the threat of ISIS in our local neighborhoods. Now that may change in the future.

These to whom you refer have created a Xeniphobic society that contradicts and restrains the very Judo/Christian principles for which the home of the brave and land of the free is based.
Domestic efforts would be better spent to understand the hopelessness expernenced by those who are attracted by groups such as ISIS and international efforts should be intensely focused on the naive leadership that encourages and enboldens our enemies.
Many years ago the behaviors described above was how life in Russia, China, Korea was decribed to make clear how much better life in the USA was.
They have influenced MANY lives.
