No it is not the norm. I do suggest they get an insurance estimate early on in the process and the insurer will pull one. The seller is to disclose the history on the property so it should be disclosed.

I make my listing clients aware of it and I RECOMMEND that my buyer clients write it as a contingency in their PAs. You have to be the property owner to order it, so it would fall to the seller. They are pretty inexpensive. Biggest problem? They only go back 7 years for loss claims.
Some insurance agencies would be happy to pull a free report, normally one could also pay $20. For one through a real estate disclosure service. Would not hurt to ask the listing agent for one.
As a listing agent I've never done a transaction where it was requested. When I represent Buyers I have requested a CLUE.
I have done this in one instance. The report did not reveal anything problematic in that situation.
I haven't required this. I would certainly encourage sellers to provide one if it were a clean report. Though, not necessarily if it had some claims. Though, if I represent buyers, than I would recommend that they ask for one every time.
