You should be able to get delinquent home owners at really no cost and I would target them directly by putting them on a main campaign as if you are blasting the entire community but clearly you know you are only targeting owners that meet this specific criteria. I do hand addressed envelopes and hand signed letters ... I have a e-book that I am working on that shows statistics for the letters I send that I'll let you know about once I finish it ... I have had TREMENDOUS success this way and think letters in hand addressed envelopes is the way to go. Spend less money on the contact information and more money on the way (method) and content that you contact people with.

Assuming they are 2 year delinguent with property. It only takes a borrowed loan to pay off after a lien.

Do you think the owner/borrower will pay mortgage and let go their property tax or HOA dues?   They go hand to hand almost 100% of time.
