When the lead companies call I tell them I don't buy leads but gladly pay a referral fee at time of closing. End of call.

Just got one lead today from a site. I found out I have to pay subscription. I will not be suprised it is one of those SFBO from you know who.
I have used a couple of companies to buy leads and found that they were so cold that it was a total waste of time. I contacted each one I had and they were usually totaly surprised I called and were not in the market for a house. I wouldn't have cared if they called them to verify theirquality. Mine were crap and I paid good money. When I terminated I decided never again.

I don't know if it's legal or not, I guess it would depend on the terms of service. Though, I have never signed up to pay for leads from anyone.
Is it legal for you to sign up on a website to look at homes for some reason or other, and if you wished, you could use an alias. Then, you are considered a lead by these companies, whether or not you are a real lead is not an issue, they are selling leads.
The lead sellers are not willing to make sure the leads are bona fide. One of my friends challenged one of those telling them she would pay only for genuine leads...there weren't any! A

But I think what you are asking is "Can a lead selling company check if your assessment of the quality of their product is proper?"
Of course they can and should, but it must be a call regarding quality assurance, not whether Doyle responded in a timely manner, with proper data, regarding the issues that concerned the citizen in a manner that was acceptable to the citizen. All of these, however, are important to understand when QUALITY is what is being assessed.
How do you suggest the vendor measure the value of your assessement?
