For me in Sunny Southern California, 60s is when the shorts go away and the pants go on. 50s is jacket weather. 30s is when it gets too cold to sleep with the window open. 20s... doesn't exist.

I knew you were going to bring up wind chill. When I was at the University of Minnesota (Mpls), I wore thigh highs, knee highs, slacks over all that, and several layers under a sweater. On top of that was a long coat. I used the tunnels to get between classes, and I was still cold...
We are very wimpy here, when it hits 40, people pull out their fake fur coats. LOL A
