I have had an insurance broker for 15 years . . . they always give me 2 or 3 alternatives among the ones they have researched . . . 

I have had a few different ones but in recent years, General Star, Navigators,  and I've had Great American for the past 6 years straight . . . so they keep providing the best coverage for the best terms, at least for me.

Many brokers go with whomever is the cheapest.

I recommend going with someone reputable, that has been in business for years.

I consider E&O comparable to car insurance.  Good insurance companies pay up, the cheap ones give excuses...

Since you have no track record, you might be better off paying on each transaction, instead on an annual fee.  That way, if you a planning on having agents, they can pay you the fee for each closing.
