I can't see how this wouldn't ultimately trigger more defaults. I read the article. It still makes no sense to me how eliminating debt to income ratio when qualifying a mortgage would reduce risk.

I have zero ideas what you are talking about.  Loans being sold on secondary market?  Because those rates are certainly not current loan rates in my market.

The Patch may be expiring soon but, CFPB will implement alternative criteria/guidelines. I don't see them allowing a repeat of 2008.
