Bob Crane - you are correct. There are so many exceptions to being held liable for violating DNC rules that many unsavory individuals purchase the DNC list as a source of numbers to call.

For scammers in general - all caps as the caller ID is a clue that it's fake. I will not answer likely spam/scam calls. If it's a real customer - they will leave a message. Also, we use FOREWARN app to check numbers. A lot of times they do use a real "deceased" person' phone number - another clue.

If a call shows up on my cell and it is not in my contact list, I do not answer. If it is someone that I want to talk to, they will leave a message. No message...I block the number.
I get at least a dozen spam calls daily. SO ANNOYING!

I understand how frustrating it is to deal with relentless scam calls, especially when spoofed numbers and changing tactics make blocking ineffective. You're right—many of these systems and regulations, like the FCC’s Do Not Call list, often feel like they’re just paper tigers that scammers ignore. The phone companies' approaches to labeling potential spam callers as 'potential spam' instead of 'spam' often fall short. It’s also true that spam callers often use Gmail addresses and other tricks to bypass verification and filtering systems, making it even harder to stop them.
I have my spam blocker set to 'allow only those calls from people who are in my data base and block all others, and do not send them to voicemail. And it doesn't work. They get through. Every time. And it's because the phone carriers prioritize lining their pocket books over security or care for the customer. Why? The bottomline is it's because they simply don't care.
It’s true that spam callers use spoofing and other tricks to bypass verification and filtering systems, making it even harder to stop them. There has to be a very serious enforcement by the FCC—such as imposing real and very hefty penalties against the phone carriers—and so harsh (i.e., take 50% of their annual gross income) that they will have no choice but to act. The phone carriers have to be strong-armed by the FCC into implementing more aggressive and automatic blocking of illegitimate numbers. And until that happens, these calls and texts will keep coming.
I don't answer calls from unknown callers. I found that if they are legitimate, they'll leave a message. If they don't leave a message, then in my book it's a spammer and I block them. Unfortunately, these scammers are quick to change numbers or drop last digits, which makes complete blocking difficult.
In the meantime, consider these additional steps:
- Use reputable third-party call blocking apps that use community reports to identify and block spam callers more effectively.
- Register your number with the FCC’s Robocall Mitigation efforts if available (See https://www.fcc.gov/spoofed-robocalls)
- Report persistent spam calls to the FCC and your carrier, emphasizing the nuisance and potential fraud.
- Be cautious with any links or requests from suspicious callers—never give out personal info.
For text spammers, I block them, then send them the following message:

Ultimately, until there’s stronger regulatory action and technological solutions, these calls will persist. It’s a widespread problem that requires coordinated efforts beyond individual measures.
Further, It would seem to me that those who get caught by the FCC should be made an example of. When they are prosecuted and found guilty, the courts should, among other forms of punishment including very hefty fines and jail time, permanently bar these people from ever using, either directly or indirectly, any phone, computer, and any and all other means of communications. And if caught again, to jail them for life.
Hang in there, and keep blocking and reporting as much as possible—sometimes persistence is our best defense.

DNC shut its doors about 100 years ago, lol A real customer will leave a message. Just like Wendy Rulnick I use FOREWARN. Reporting and blocking does not work, it is a joke, but I still continue to report, mark as spam and block.
