That means that the "seller" (or presenter) has to put forth his case in a way that makes SENSE to the person he is trying to convince. That is the trick - to find that "intellectual" trigger. The first step is the "why" you need to have or do something (intellectual); the second is why you NEED to have it or do it (emotional). It's a tall order, but the quote makes sense.
