Fed lowering interest rate in December?

The fed hinted today that they will lower the interest rate at their December meeting.  The stock market went up 331 points today.  Is the sun starting to shine behind all of the clouds?  I think they will keep on lowering the rate until the election.  A good or bad economy has a huge influence on how people vote.
