Countrywide is notoriously odd with how they handle short sales. Yes, people buy non-performing loans. They buy them for pennies on the dollar. USUALLY they are non-performing seconds (which do not have the foreclosure power.) Check out my website ... don't want to pirate your comments with a link but I do Short Sale training to real estate professionals, investors and good old homebuyers on a regular basis. Would be happy to speak with you about short sales from the lender's view.

Like Ken points out, people do by non-perfroming assets such as mortgages for the spread between the cost and the forced liquidation value. I looked at buying such a portfolio last year. It was interesting.
