I am not certain of any recapture provisions or if it has to be repaid

Joe,

If its the same as the last, or still that one (I think you had until april). The buyers repay the cost over time.

The last one was From april 9, 2008 to July of 2009 and was for $7500 as a tax credit which is given as a loan interest free and payable ove 15 years beginning 2 years after the credit.  Only first time homebuyers (those who have not owned a home in the past 3 years)of their primary residence were eligible and there were income limitations.  THe new credit would be to all homebuyers for the next year, though I don't know if there are any restrictions attached to that (other than it being your primary residence).
