Inventory in West Savage is still low, sitting at about 55% of normal spring/summer levels.  There is no question that the Bank of America foreclosure moratorium has impacted foreclosure inventory, as many homes expected to hit the market as bank-owned have been postponed indefinitely.

The NW Savage Alliance group is seeking the help of West Savage residents to help block Ron Clark Construction's proposal to build high-density housing in West Savage behind Rainbow Foods.
The development would require that the City of Savage rezone the commercially-zoned area to mixed use, and would allow a 3-story, 166+ unit, capped-income apartment complex to be developed.
Concerns of the West Savage Alliance, the group leading the local community in fighting the zoning change, include:

New inventory in West Savage is climbing on paper, but many of what is hitting the market is relisted inventory from previous contracts.  December 31 is a popular date for the expiration of listing contracts, and total inventory numbers in West Savage, Savage as a whole, and Scott County all reflect this norm. A number of sales have closed this month, including three in The Pointe.  40% (two) of the five total closed transactions in West Savage were foreclosures.

West Savage inventory is starting to take its long winter nap, as total listings drop from the typical 28-30, down to 22.   Though sales in the market are down metro-wide, sales in West Savage have crept up in the past month, with three newly-pended listings - two in The Pointe and one in The Vistas of Summit Ponds.   The greatest listing activity is also occurring in these two neighborhoods.

Our local REALTOR Association reports:
Inventory is growing as home sales decline. All three property types and five of the eight price ranges that we track are showing year over year-over-year increases in homes for sale. The biggest area of growth is in the lowest price ranges, where an influx of new foreclosures and short sales and a decline in sales post-tax-credit has led to the growth. 
Sales are declining in all price ranges except the high-end markets above $500,000, where sales have eked out small gains over the last 12 months.

Just out.... the Third Quarter Economic and Marketwatch Report as publishesd by our Regional Multiple Listing Service.... Print out the Scott County and economic portions of the report by clicking on the printer icon in the PDF box below.
The Average Sale Price in Scott County in Q3 increased from $218,800 to $230,000.  Inventory rose along with days on market, and sales declined.  However, the Q4 predictions are for steady pricing, increased sales, and an increase in new construction.

The most recent Savage City News just discussed property taxes in Savage and how they will be affected by budgetary needs, levy decisions and property values.   September is the deadline for the City to establish preliminary budgets for 2011 as required by state law, and this task has been completed.   These tax levies can change when the budget is finalized in December, but can only do so if the adjustment is downward.

New inventory in West Savage has risen.  Most new listings that have hit the market are either a) relisted homes that previously canceled or expired, and/or b) ramblers, which now make up 36% of total West Savage inventory.  Buyers for the rambler market are working on selling their two-story home right now, so ramblers are competing ferociously for the two-story seller who does plan to buy a rambler as their next home. As a side note, all listed rambler inventory in Woodhill (as of today) is being sold "short."
