Fannie Mae recently surfaced a program that will attempt to allow more Homeowners to take advantage of the historic low mortgage rates. The "Desktop Underwriter Refi Plus" program is going to expand the criteria for qualifying for a mortgage refinance. If you have been affected by the recent decline in home values, this may be your chance to take advantage of these low rates.
The program allows you to go up to 105% Loan to value of the current homes value on your first mortgage.  This program applies to the homeowner who has not fallen behind on their mortgage and has a good credit profile. This is a strong effort by Fannie Mae to give more homeowners the opportunity to refinance and get a lower rate if they desire.
