An Interesting City for Referrals -- Tijuana, mexico
You may not think of Tijuana as a possible city for referrals but it is amazing how many US and Canadian citizens are living here.  The prices here for housing, medical care and pharmaceuticals are dramatically lower than in the US.  The medical care is excellent and it is easy to adapt to this multicultural and international city.
Another big reason that many people like to move here is that just across the border are services that are available in the US.  For example, veterans can live her on a extremely low budget but dash across the border for health care from the Veterans Administration.
Many people move here for the cost of housing and commute to jobsin the US. I also have friends who have set up internet related businesses here to escape the high taxes in California.
As an example of the housing prices, I decided to rent an apartment for the present time to use as a base while I travel (along with my home in Wyoming).  I found a townhouse style apartment on a hill overlooking the border.  It is three huge rooms, 1 1/2 baths, 2 huge balconies and an extremely large bedroom.
