ANSWER: Range does not have properly installed anti-tip device. Funny thing about anti-tipping devices, simply having one doesn't quite do the trick. In this photo taken during a home inspection by U.S. Inspect North Carolina Inspector, Paul Tooley, you can see the homeowner's anti-tipping device safety stowed in the oven drawer.
