When you're planning your website (or a website review) it's nice to start with the "big bricks" as I call them.
Before you get into where to place photo's of houses and what color flower you want on your header...
You want to start with some basic structure stuff.
If you know how to talk to your next designer, you can save a lot of time.
Here is a tool that I found that lets you visualize your website very well before you write a line of code.
Some designers will charge you $500 or more (an agency will charge you thousands and test each one, but that's another model... I digress) to come up with a selection of color palates that will represent the base "tone" of your project.
