Fall is in Connecticut and it is time to button up the house, fix those drafty door, seal the windows, make sure the heating system is operating properly, inspect attic insulation. The great thing is that for $75 you can have this done for you by the Home Energy Solution (HES) program in Connecticut.

The HES progam is administered by utility companies, and Connecticut's Energy Efficiency programs are funded by a charge on customers of CL&P and UI electric bills. There are only 18 approved vendors who can do the HES program in CL&P territories. The Connecticut Energy Efficiency Fund is not a "state administered" program. The Connecticut Home Energy Solution, HES, is still available for Connecticut home owners for a short time. The program is designed to test homes and save energy.

 

This involves a HES energy technician, that is certified by the Building Performance Institute (BPI), who will visit your home and perform an energy efficiency assessment. (I have been corrected, ask and make sure the visiting technician is BPI certified).   This includes a walk through inspection of the home, and then the technician will perform a door blower test to determine air leakage of the house.  Air Sealing and Weather stripping will be done afterwards to stop major air leaks.  

** Also included in the program are incandescent bulb replacements to new energy efficient compact fluorescent bulbs (CFLs). Appliance inspections and their efficiency levels are checked and they will offer rebates for ENERGY STAR ® appliances. If you have duct work they will also inspect and test the ducts for air flow, performance and air leakage. Low flow shower heads will be installed, along with faucet aerators, to assist with water conservation. Inspection of attic and insulation, sealing of any openings between attic and living space (and they did the same for my unfinished basement). Depending on the company ask to make sure on what services they offer and what qualifications they have.

Insulation Evaluation will be done and if needed a recommendation of insulation upgrades will be made. With this program there are rebates and discount loans available for additional and new insulation.

If you are planning or were thinking about doing any larger "home energy efficiency" improvements you are now able to apply for an unsecured loan through AFC First and sponsored by the Connecticut Energy Efficiency Fund.  The rates for these loans are subsidized by Energy Efficiency Fund CEEF:

                                          $2,500 to $6,999 for 2.99%

                                                    $7,000 to $20,000 for 0.00% 

The loan is unsecured and there is a quick and easy process with terms of up to 10 years.  

The purpose of the loans is to help customers make the energy improvements recommended by the HES technicians.

While I believe the HES program is a great opportunity for homeowners to get energy related improvements done on their home for little money, these visits are not comprehensive energy audits. Also many of the contractors are NOT BPI certified.

David, as a real estate agent I think you would understand better than most that home inspector like myself have a better background and skill set to be performing actual audits than state sponsored contractors. The HES program has in my opinion been presented to the public as a comprehensive solution to a homes energy problems. This is just not entirely true, but it's a step in the right direction.

James good point, I should have stated that you inquire to make sure you get a BPI technician like I did. And yes it is not a full 100% energy audit, that would cost around $500 and up from what I have been told. Thanks for the clarification. Little steps at at time.......

David I have been performing energy audits for 5 years and they do not cost $500 and up. Sure a large house will cost that much, but not an average sized home.  There are a lot of companies out there calling what they do energy audits. Because of the high price of energy and Government incentives and funding, "energy auditors" have become as common as leaves on the trees. I have found very few provide actual audits.

What is also troubling to me is the industry is completely unregulated or standardized. BPI has for years been lobbying to make their procedures "The Standard" in the industry. My problem is they have a vested interest in that happening since they make money training and certifying energy professionals. To fair a disinterested third third party should be establishing standards not BPI.

James, that really sounds terrific. Can you tell us what your energy audit includes in specific details and the cost of it. I and probably many more Nutmeggers (Ct. residents)  are interested. This sound like it can be a great AR post for you. What are "actual audits" and what extra's would you recommend.  NOW I am REALLY interested.  ~ Thanks
