I suppose it was when most people started thinking that "Big Business" or "Corporations" were evil. I am, and have said this other places, a capitalist. I am in business to make money, to provide for my family and because I love what I do...IN THAT ORDER. Everything else, is a bi-product of that...

California Governor signed AB 886 on October 10, 2007. Many important provisions would take place
January 1, 2008:
-'personal knowledge' is eliminated from determiniting an ID of a signer, determination must be made from satisfactory evidence only
-notary is prohibited from using a commercial mail receiving agency or P.O.Box as his/her principal place of business or residence
-more stringent thumbprint requirements
-peace officer is required to have probable cause, as defined to seize a journal of notarial acts.
