I just read this article this morning in the Florida Times Union web version, and thought "What a great idea!".
Since some of these vacant properties will be vacant for a long time, this is great current use of the property, assuming all interested can be persuaded to agree. Let's face it, there are very few negative implications, other than a waiver signed by all addressing any slip and fall incidents, or other accidents.
The farm to table movement certainly inspires some to do their own gardens and gardening, but in this case especially, to help Burmese immigrants whose incomes are often below the poverty level, it tugs the heartstrings.
