Recently in my own neighborhood I've seen a lot of dogs just roaming around. I walk my dogs regularly and have encountered other dogs that I have to work to keep my large dogs from following when I'm out. Putnam County has leash laws and they are enforced with just a phone call.
It's not just about the safety of others in the neighborhood, but responsible pet owners know it's about the safety of pets as well. I stop when I see an animal in the road, but not everyone does or even can always stop in time.
When the weather is permitting (not too hot or not too cold I do allow my doggies to play in the fenced area of my yard. But I have a fence that's six feet tall to prevent their escape and to prevent other animals from harming my two puppies.

With it being summer and many people utilizing the lake for weekends and vacation and having pets it's also a good idea to keep your pet safe in the evening when fireworks are likely to be going off. They are legal in Georgia every single day. I saw many cases of pets missing when owners have now left the area because they had a short term rental and their pet ran off because it was scared of the fireworks. In a strange environment pets should always be on a leash outside.
