Radion in your area is outside of my knoweldge base. Radon maps can tell you where clusters are. PCL levels over 4 parts per PCL are what the Feds consider excessive. 

Does your area have radon issues? If so, radon testing, short tersm cannister, long term cannister or electronic testing is all available. Even firms, such as www.reliablelab.com may be able to refer a qualified radon tech for you.

Check with your state to determine regulations for same.

New construction. Energy wise, were you there when the house was built, and did you see all the insulation installed. A thermal camera can show if there are any missing areas of insulations. I don;t think a blower test is necessary, however not seeing your home, you should investigate what is the norm for your area.
