Washington Business Journal s Michael Neibauer reports today that the deal between Peterson Cos. and Walt Disney Parks and Resorts is back on again.  Disney backed out of their plan to build a 15-acre, 500 room resort hotel at National Harbor but withdrew last year citing poor timing and its planned resort expansions elsewhere. The ink's not dry yet, so more details to come.

The Trump organization has been chosen by the General Services Administration to redevelop the Old Post Office building  at 12th & Pennsylvania. The historic property will become a 250 room luxury hotel with world renowned restaurants, spa and conference facilities.  A number of federal agencies, including the National Endowment for the Arts, the National Endowment for the Humanities, and the Advisory Council on Historic Preservation will relocate prior to the start date of development for the two year project, which is expected to begin sometime in 2014.

The District’s Construction Codes Coordinating Board (CCCB) uses the International Code Council (ICC) standard, updated every third year, as the basis for its codes, but DC hasn’t kept up with changes since 2006. So the 2012 code will bring DC back current with the ICC’s sustainable building requirements, among others.
The Construction Codes Coordinating Board will review and amend the new codes at public meetings and the approved versions presented for review by the D.C. Council before being adopted and put into effect by March 1, 2013.

After a sleepy third quarter in 2011, DC home buyers came out in force in the fourth, snapping up winter inventory, now at its lowest level in six years.
Data released by RBI (Real Estate Business Intelligence) and Clear Capital Inc. shows inventory for December 2011 dropping more than 17% over December 2010. New listings in December were down a whopping 58.5% from the same time in 2010.

While the FHA anti-flip waiver was being extended in hopes of strenthening the housing market, policymakers have raised the cost of homeownership for buyers in order to pay for the payroll tax holiday.
This 10-basis-point increase in the G-fees (guarantee fees) levied  on Fannie Mae and Freddie Mac transactions will add thousands of dollars to buyers' loans over the life of their mortgages. The new fees will not be used to mitigate risk, which is the purpose of guarantee fees. Acting FHA Commissioner Carol Galante has announced another extension of the FHA temporary anti-flip waiver.
FHA regulations prohibit insuring a mortgage on a home owned by the seller for less than 90 days (except under specific circumstances), but the rule is (again) waived through December 31, 2012, unless otherwise extended or withdrawn by FHA.
The regulation was waived in 2010 through Jan. 31, 2011, then extended again through the end of 2011.
The December 2011 extension will allow buyers to continue to utilize FHA-insured financing for HUD-owned and REO properties, in addition to resale properties. Experts say this … (4 comments)

Additional development on the land surrounding the Maine Avenue Fish Market will not directly affect the federal government, according to a Congressional Budget Office cost estimate on the Southwest waterfront issued earlier this week.

The D.C. housing market leads in U.S.

Median home prices in the Washington D.C. region rose 4.5% over the previous quarter, topping the nation in gains.
 
According to the December Market Report from Clear Capital, the Northeastern U.S.  quarter-over-quarter numbers inched up 0.5% and 0.7% the past 6 months compared to the 6 months prior.
 
National quarter-over-quarter home prices held their ground and posted an increase of 0.3%, while REO saturation rates remain near 25%.
