Lisa - Interesting how many countries have a built-in service charge. Great tip on offering a cash tip in Japan. I would hate to be considered rude.

Having worked in tipped positions, I can tell you that nobody is going to be angry with you for overtipping! 

It also doesn't hurt to descretely slip the busser a few bucks for their efforts and if you really want to impress a date, slip the host or hostess a $20.00 and mention to him or her that you're trying to impress your date.  I did this at a place in La Jolla, California and a couple of minutes after we were seated at a table near the entrance, our waiter asked if we would like to move to a table overlooking the water.  I always considered that to have been money well spent!
