In CA we are having a drought but, gee whiz, we have one every now and then. Years ago Marin County got do short of water it was necessary to put a large pipeline across the San Rafael bridge from the Richmond side and pump Delta water there to relieve their situation... then even knowing that droughts are cyclical after four years or so the pipeline was removed, then a few years later the drought was back and yet there is no more pipeline. Maybe we were to hasty in removing that costly pipeline and spending more money to remove it, and now maybe having to pay again to replace it. Oh, I know, that is how we create jobs... it is also how we waste our tax money.

Here is a scene in Vallejo CA where the city thinks it should water these rocks
One of my neighbors lost a sprinkler head. The rest of us lost some precious water, down the drain.
Someone thought it would be funny to turn some of the sprinklers sideways to water the street, apparently.
The water police might not catch this as it happens at night. This was 2:30 am in my subdivision.

My morning walk, but I shouldn't water my rear yard, the HOA can water the front yard however much they want to. ummm, something is wrong with this picture but behold, they just put signs up all over the neighborhood that says this water is non potable, it comes from the creek that runs through our subdivision.
I still think it sends the wrong message but what goes into the drain apparently makes it way back to the creek right?
