14 June 1777, the 2nd Continental Congress adopted the design of the 1st American Flag.
In 1885 a Wisconsin school teacher named Bernard J. Cigrand urged his students to observe 14 June as "Flag Birthday". The story goes on and apparently, Bernard wrote an article for a Chicago newspaper urging all Americans to do the same.
In 1888, William T. Kerr founded the American Flag Day Association of Western Pennsylvania
In 1916, President Woodrow Wilson proclaimed 14 June as National Flag Week and encouraged all Americans to fly the American Flag.
IN 1949 Congress officially established 14 June as National Flag Day

Flag Day is celebrated on June 14, marking the adoption of the American flag by the Continental Congress in the First Flag Act on June 14, 1777. The Act declared that the new flag would have "13 stripes alternate red and white: that the union be thirteen stars,   white in a blue field, representing a new constellation."
Despite the passage of the First Flag Act in 1777, Flag Day wasn't actually celebrated until nearly 100 years later.
On June 14, 1937, Pennsylvania became the first state to celebrate Flag Day as a state holiday.

of thirteen stripes of alternate red and white,
with a union of thirteen stars of white in a blue field,
representing the new constellation."
 
This was the resolution adopted by the Continental Congress on June 14, 1777. The resolution was made following the report of a special committee which had been assigned to suggest the flag’s design.
