Warren Buffett for president?

There's an e-mail that's been running viral on the internet, popping in and out of virtual mailboxes across the country.  It's been attributed to Warren Buffett, so I checked on Snopes.com, and sure enough it actually was something that Warren Buffett said in July in an interview with Becky Quick of CNBC.  The gist of his comments follow, along with some of my own personal commentary.  Why do I get to post any of my own comments alongside Warren's??  Cause it's my blog, that's why!

"I could end the deficit in 5 minutes," he told CNBC. "You just pass a law that says that anytime there is a deficit of more than 3% of GDP, all sitting members of Congress are ineligible for re-election.

I love this.  What more incentive could we give Congress to make sure the deficit is kept to a minimum or eradicated? He quickly followed up with his idea of the Congressional Reform Act of 2011, as follows:

1. No Tenure / No Pension.  A Congressman collects a salary while in office and receives no pay when they are out of office.

No kidding!  Just like the bulk of the working class in the United States.  You work, you get paid.  You don't work, you don't get paid!

2.  Congress (past, present & future) participates in Social Security.  All Funds in the Congressional retirement fund move to the Social Security system immediately. All future funds flow into the Social Security system, and Congress participates with the American people. It may not be used for any other purpose.

I've always felt that they should partake in the same system.  There's no better way to safeguard it's care, than force them to participate.

3. Congress can purchase their own retirement plan, just as all Americans do.

Huzzah!

4. Congress will no longer vote themselves a pay raise.  Congressional pay will rise by the lower of CPI or 3%.

Personally, I don't think this one goes far enough. Why should they be in charge of their own raises?  And who says that a "raise" is a given?  Should a raise be earned??

5. Congress loses their current health care system and participates in the same health care system as the American people.

They should totally have to participate in the same health care system.  If they had any idea how expensive health care was, or how complicated it is, it would be cheaper and inexpensive in a nanosecond.

6. Congress must equally abide by all laws they impose on the American people.

This one seems like common sense.  They should have to live by all the same laws they created... and yet common sense, appears to be lacking in our public officials (all of them, red or blue).

7. All contracts with past and present Congressmen are void effective 1/1/12. The American people did not make this contract with Congressmen. Congressmen made all these contracts for themselves. Serving in Congress is an honor, not a career. The Founding Fathers envisioned citizen legislators, so ours should serve their term(s), then go home and back to work.

Warren Buffett for president!  He's got my vote.

I admire the heck out of Warren Buffet, but he has a few things wrong in his list of demands. First, Congress members do participate in Social Security . . . see below, taken from a useful list of info about congressional pay, retirement, etc.

Prior to 1984, neither Members of Congress nor any other federal civil service employee paid Social Security taxes. Of course, they were also not eligible to receive Social Security benefits. Members of Congress and other federal employees were instead covered by a separate pension plan called the Civil Service Retirement System (CSRS). The 1983 amendments to the Social Security Act required federal employees first hired after 1983 to participate in Social Security. These amendments also required all Members of Congress to participate in Social Security as of January 1, 1984, regardless of when they first entered Congress. Because the CSRS was not designed to coordinate with Social Security, Congress directed the development of a new retirement plan for federal workers. The result was the Federal Employees' Retirement System Act of 1986.

Members of Congress receive retirement and health benefits under the same plans available to other federal employees. They become vested after five years of full participation.

Alan, how "did it" get so screwed up?  My guess is with the constant growing population and the need for representation for everyone, greedy politicians became the majority of those who were "making the rules". It is out of control now, and most of us are fed up, but, have no solutions. Buffet offers his advice for solving a few of the problems, but the lobbyists (for oil, financial institutions, healthcare systems, and military defensive contractors) and those Congressman who relie upon their support to stay in office will continue to "have their own backs" while the entire country is feeling uncared for. We need reform....

Hard to argue with any of that...when did we lose to will to examine everything Congress does and challenge those things that aren't in our Country's best interests?

Sonsie - you left out this part: Members elected since 1984 are covered by the Federal Employees' Retirement System (FERS). Those elected prior to 1984 were covered by the Civil Service Retirement System (CSRS). In 1984 all members were given the option of remaining with CSRS or switching to FERS.

They were given an option... gee, I wonder which option they chose?

Teri - true enough.

Lisa - I really think that's true.  Democrat or Republican.  Of course, once elected, they'd likely ignore those campaign promises, saying "I didn't realize it couldn't be done... "

So, Alan, what's the problem with this option? Quoting  the same source I cited above, it doesn't appear that their retirement benefits are sky-high.

According to the Congressional Research Service, 413 retired Members of Congress were receiving federal pensions based fully or in part on their congressional service as of Oct. 1, 2006. Of this number, 290 had retired under CSRS and were receiving an average annual pension of $60,972. A total of 123 Members had retired with service under both CSRS and FERS or with service under FERS only. Their average annual pension was $35,952 in 2006.

Granted, these figures are five years old, but it sure doesn't sound like Congressional pensions are gouging the American people.

I also think it would only be fair to acknowledge that Buffet did NOT make any of these statements except the first one (regarding ending the deficit). From your own Snopes reference, if you read all the way through the piece, you will see that most of this email is really about the purported 28th Amendment . . . nothing at all to do with Buffet.

As I said earlier, I really do admire him, especially since his recent statement that he wasn't paying enough taxes (and neither were most other millionaires). I agree totally.
