Maryland Winterization Assistance Program (W.A.P.)

The Weatherization Assistance Program helps low-income households, that qualify, lower their energy costs by increasing the energy efficiency of their homes, while taking into account their health and safety. Priority is given to homeowners who are elderly, disabled and families with children and/or who have the highest energy consumption. Eligible renters may also apply.

Maryland’s network of 18 local governments and nonprofit organizations will receive $61.4 million from the U.S. Department of Energy for things like improvements to hot water systems, lighting retrofits, insulation in the attic, floors and walls and to clean and tune the furnace.

In order to be considered eligible, a household must meet certain income limits (see below) and be able to prove ownership of the home. (In the case of a rental unit, a customer's landlord must prove ownership and agree to participate and invest.) We no longer require the landlord to invest, except in cases of major capital improvements (and where funds are available), such as for furnace replacements. Eligible households are those whose combined household income is less than 200% of the Federal Poverty level, as determined by the U.S. Office of Management and Budget. An income eligibility table is below.

Priority is given to homeowners who are elderly, disabled and families with children and/or those who have the highest energy consumption.
