Yes, it's rained recently but mandatory water restrictions in Charlotte and Mecklenburg County NC remain unchanged.
As of March 11th, the US Drought Monitor of NC lists Mecklenburg County as experiencing "Extreme Drought" conditions. While this is one level below the "Exceptional" classification we had as of February 2008, it's still a serious level of drought.
The recent rain hasn't been enough to repair and replenish the damage that was done last year to water supplies and weather here in Charlotte will continue to warm (hot summer months really aren't that far away).
If you're interested in the drought map from the NC Drought Management Advisory Council that's updated weekly, it can be found here.
Some rain is better than none of course, but we still need more and consistent rain to help prepare the region for the dryer and hotter months that lie ahead.
For a complete list of what is allowed and what water uses are prohibited, the CharMeck Utilities page has detailed restrictions and additional water conservation resources.
