Why is it some SEO markets are different?

So ive been looking into different real estate markets on google.  Checking to see what the SEO market is for certain keywords.  For example: the keywords "Dallas homes for sale" and "Phoenix homes for sale". 

Both of these keywords according to google keyword tool get 12,100 exact monthly searches.  Both of which seem to be the biggest and most important keyword in their industry.  So the search volume is essentially the same.  However, it is 3x as easy to get ranked in the phoenix market, than it is in the Dallas market!  Why is this?  Makes me want to move to phoenix. 

For example:in the phoenix homes for sale keyword market -  in spot #6 joejanus.com, which is a nice website, but it only has a PR of 2, only 588 links to it and has been online since only 2006. 

In the dallas market: ebby.com!  holds spot #6, it has been around since 2000 , a pr of 4, and has over 10,000 links to it.  and spot 7 is viprealtyinfo.com with 25,000 links to it, around since 2005, and pr of 4. 

 

Why are real estate markets so different when it comes to SEO?  I would like to thoughts....

Rankings are different based on content, not just the words.  Here in Dallas there are many, many agents and professionals providing great content to the audience.  That content helps them rise.  It is by no means all about SEO, if you have nothing to offer but keywords you will not rise in a sophisticated market like Dallas.

Good Point Larry, but at the same time that makes my point.  Why are there not better websites in areas such as phoenix?  Websites that are going to compete in the market of high end real estate keywords are going to have to be big, worded well, have tons of backlinks, age, etc.  In dallas it seems theres about 20 of them or so, in phoenix I can only find a handful.  I will do more research for other markets.
