Solar panels lowering home utility bills?

So here's my thought of today.  My sister-in-law recently got a job at a facility that conducts research on solar panels in Newark, Delaware.  That's an interesting job actually!  Anyway, my son has been talking about this home in Bear, Delaware that the roof is covered in solar panels.  The panels are able to generate enough electricty that the homeowners don't even have an electric bill from March through November!  Wouldn't that be awesome!  However, right now, the solar panels are very expensive and the installation also is rather pricey. I wonder what other costs could be involved with solar panels?  Does anyone know how they affect the roof of a home?

Regardless, I think solar panels are a very important technology for the home buying industry.  It cannot be undervalued how much money a home can save in just one year from lowered electricty bills!  If every home in a given area had solar panels enough to support the home, can you imagine how much that would lower electricity costs in general, even for the homes without solar panels?

I am starting to think this is something that deserves governement attention to help get american off of its fossil fuel depenedence (less fossil fuels used means cheaper gas and gas is $3.59/gallon here!), so I think that would greatly help our economy, your thoughts?
