HUD and down payment assistance program

With the new HUD rule about down payment assistance program what will this mean to many first time home buyers ?Many first time home buyers use these programs to assist them in buying a house but with these new rules many will not be able to buy using FHA loan  and plus the current mortgage mess we have it becomes more difficult to buy.
