Homeowners in Spokane need to pay close attention to the upcoming changes announced by President Obama in the Making Home Affordable ReUpsidedownfinance Program (HARP 2.0). These changes will provide relief for the 245,000 homeowners in Washington who are upside down on their mortgage.

Under previous HARP guidelines low mortgage rates were not made available to Washington homeowners because their loan balances exceeded 125% of appraised value (LTV). HARP 2.0 guidelines make it advantageous for homeowners to check their eligibility for this enhanced program to see if they qualify to lower their rate and payment.

SHOULD I REFINANCE WITH HARP 2.0?

  • Is your home "upside down" and think you might not qualify for a HARP refinance?
    • UNLIMITED LTV - No matter how far upside down your home is, eligible homeowners can refinance a first mortgage.
  • Do you think you are going to have to pay for another appraisal fee?
    • APPRAISALS WAIVED - An appraisal fee will not be necessary if sufficient data is already available on your property. The cost saving alone is upwards of $500!
  • Are you tired of some of the high fees associated with refinancing?
    • REDUCED COSTS - There could be fee savings of $2,000 or more associated with HARP that can be reduced or eliminated!
    • HARP 2.0 has capped fees that are half the level of HARP 1.0 fees.

This is long overdue, and would be wonderful help to millions of great homeowners who are not behind on their payments, even if the loan is higher than the value of the home.

Thanks for the comments gentlemen.  I've been somewhat jaded by past attempts to help homeowners but HARP 2 is a true leap forward.

The unlimited loan to value is going to be huge for markets that saw a steep run up in values in '04 through '08, and particularly homeowners in CA, NV, and FL.

Thanks Suzanne!  Here's a couple of quick updates/thoughts to pass along as well:

  • VERY few lenders are offering the full range of benefits promised.  I'm networked with other HARP lenders across the county and they tell the same story. Most lender have placed various limitations on the program - most notably rejecting any applications with PMI, or with a LTV exceeding 125% (or some other arbitrary number), or a Fannie Mae automated approval finding with an Expanded Approval rating.  All of my current clients are turn downs from other lenders who said "it can't be done."
  • Due to the above, these applications are unfortuantely taking upwards of 3-4 months to close. I've never seen anything like this in my career!  But due to only 1 or 2 lenders making the full program available they are just backlogged. If your file can fit into one of the other lenders due to not having one of the aforementioned issues the closing will probably be much quicker.
  • Failure or success often rides solely upon the technical skill of the loan officer. Depending upon how the client's data is input to Fannie Mae's system the same file can easily be invalidly rejected.
  • These are closing, and clients are saving tons of money even though they are upside down on their home. They just need to find a lender who know how to do these, and that has access to the full range of benefits. Oh, and they need patience!

Kristi, I tell my clients "it works...but it's the worst process you'll ever go through so don't shoot me when we're done!"  In my 21 years originating loans I've never seen a loan program more poorly adobted by lenders than this one. In all fairness there are very legitimate business reasons why that's the case but it is a shame.  My fear is that if the few invalidly declined borrowers I've spoken to are any indication, I'm betting there are thousands across the county that have been told they don't qualify when in fact they do.
